There are plenty of H.L & B filters with control voltages adjusting
cutoff freq and resonance, made from standard discrete components..

A more interesting question is, Is there any way to produce filters 
(H,L & B) with control over cutoff ferquency and resonance **WITH** DSP,
 and have them behave in a satisfactory way for musical
applications? The solution is neither simple nor obvious....
