   I've never had a TL0XX latch up on me, but that may be because I'm 
careful not to exceed (or come close to) the power supply on the input 
pins.  Whether or not these op-amps are latching up to something else, I 
have had no experience.  I don't usually use them as comparators if I 
want a specific voltage level out.

   Yes, LM311's are the boss for comparators.  Especially if you want TTL 
or CMOS logic outs.  And of course, anything else you could possibly 
dream up it can handle too.
