I can confirm that. Not very large range on my new phaser.
(I've prototyped one with VTL5C4/2 dual devices, and the range
was much larger. Unfortunately, you can only use these dual 
Vactrols in the opamp circuit (where one leg is at GND).

BTW, my new device is called Neptune now. Some of you
pointed out that uranus was a little ambiguous.
