Maxx BRM-1A and CA3946

Looking at the schematics for this ring modulator (
http://www2.vivid.net/~tomg/maxx/page_026.html), I notice that pin 7 of the 
CA3046 is at the lowest potential. I have got the impression that pin 13 is 
connected to the substrate and must be at the lowest potential. Is this 
correct? What happens if you violate this? Will the chip self-destruct or just 
malfunction? Does the Maxx BRM-1A really work?
