Hey,it's my lab experience time :)

(assuming that you made everything right )
It seems that 7915 (and 79xx) need some output load to work ,so
when you test it it doesn't work but when connected to rest
of the circuit it works.Try connecting some 1k resistor from
regulator output to gnd when testing it .I had the same problem
some time ago...
