Appletalk is Mac standard for communicating with networks and peripherals,
it has nothing to do with speech.  The old school speech synthesis was
called Macintalk, which has now been replaced with PlainTalk.

I have one of those early 68040 AV Macs, it can listen as well as talk, but
I still can't make it sing :)
