I'm just curious as to your reasonning on needing a fixed frequency and
variable Q? I thought about it and, yes, this would be easilly possible.
Just preset the frequency of a parametric EQ (State Variable filter) And
you'd save yourself the cost of a double ganged pot. But I can't figure out
why you would want to do this.
