>(very expensive but results are +++).
There is a third alternative, which I highly recommend. Get yourself
(a) the free download of Easytrax layout software
(b) some Techniks Press-N-Peel Blue toner transfer sheets.
This lets you do a pro (potentially at least) layout on your computer,
then print it to any laser printer on the PNP Blue sheets. You then
iron on the toner sheet, and etch. I get high accuracy, 12 to 15 mil
lines, one line between IC pads.
I've sent pre printed toner sheets to rank amateurs and they tell me
they get usable results the first time.

Get
(a) A Dremel Moto-Tool and the drill press accessory; if your eyes
are good, you can just drill out the centers of the pads with this.
alternately, also get:
(b) a Tasco 7X20 rifle scope
(c) a 3X jeweler's loupe
Rearrange the drill press to have the drill come UP through the table,
and rig a mount for the 'scope to look DOWN into the drill bit, and
tape the loupe to the end of the rifle scope. This corrects the optics
to focus at about 2", and you get a magnified crosshairs view. This
lets you line up the crosshairs on the drill bit tip and then just put
the center of the pad in the crosshairs and drill each hole accurately
in the center of the pad.
