VCO without tempcos (again)

Hi all!

A few days back I built a second incarnation of my "temperature compensation
amp"
VCO, and noticed the same trouble that had been reported, by people here
(latch up).
(Hm, the first one worked?!)

I analysed the problem and changed the circuit a little, the new version can
be found 
at my web site.

Apologies go out to everyone who tried and got disappointed!
