The nibbling tools are very good for maybe a few holes, but gets 
tedious after that, so a more refined die press might be in order.  I 
think some catalogs like Mouser and stuff have dies for holes like 
that.  I usually  use a dremel press with a standard #65 bit for PC 
holes.  The #65 fits pretty well into the 3/64 (i think) collet.
