Seems to be. E.g. the elektor MC Preamp used such caps in the psu.

As far as the R component is large enough, this LRC should be damped.
Some ceramic and other caps show very bad resonator behaviour on their
own. We had trouble with this at some of our Audio-DAC. So, a lot of
different manufacturers caps where measured, and the results where very
different also.
Good idea to measure this again, if I have the time...
