Jeff, if you look at the CEM data sheets you see that the output from 
pin 10  (which is +2.5v at +3300 ppm) is intended to be added onto the 
reference voltage from which the control voltage is derived.... this was done
to simplify use of the chip in microprocessor controlled devices

also why sub TL092s? surely these unlike the CEM chips still exist?

and if you want to change the operating frequency, try the caps on pins 6 and 13
