web based synth?

There is a lot of talk on here about electronics and hardware. 
Has anyone had any thoughts about putting together a web based synth. 

There are a number of posibilities here, a package running on a PC with an html
page allowing things to be manipulated, a package which has the PC interface 
connecting to hardware and generating html or java which can play sounds 
generated remotely although interactively by a synth, maybe by generating 
a .wav file and downloading it.
