Well, if you know how to use a drill and a threading tap, you could just 

1 drill your holes in the panel
2 thread the front panel
3 thread brass standoffs into the back of the front panel..

Brass standoffs are like the things that they use in computers to hold the
MB in the bottom. usually there is only 2 to 4 in the average computer..
One end has a threaded screw and the other end is threaded to accept a
little screw. This end is where you would screw your pcb to..Easy as pie!
The standoffs can usually be had in every usable size and anywhere you can
get computer parts should have them.
