The only thing I'm aware of is the devices used to engrave plastic panels.
I think these ran about $500-1000 or so.

This doesn't sound that hard to do yourself!  Electronics Now magazine ran a
couple of articles (think it was earlier this year) on how to build a device
for drilling PC Board holes from Gerber files.  I think the cost including a
drill was under $100.  It should be possible to modify the code to produce
letters instead of just holes.

If you can't find anything else, let me know and I will copy the articles
and mail them to you.
