At this size, it's obviously NOT the PSU. Some sort of filter would be the
most likely, either capacitors, or metal oxide varistors (MOVs), though I
feel it is a bit small for this. Removing it from circuit, as it appears to
be across, as distinct from inline with the mains will not cause too many
problems. You will probably lose surge suppression.
The warnings still apply, of course. This is mains, so you're better of
getting someone who knows what they are doing to solve the problem.
