I built up my ASM-1 board a complete module at a time testing each module
as it became built - first with no connections and then with whatever
external hookups I needed.  So the answer to your question is that it's ok.
 The beauty of this approach is that if you choose your module building
sequence cleverly, you'll have the necessary external signal sources you'll
need when you complete the next module in the sequence.  The downside is
that you must handle a fragile board after the first module is built.
