What frequency is 0 Volts?

I've noticed that different VCO circuits put out different frequencies at 0
Volts.  For example ENS-76 VCO Option 1 has 0 Volts = 20 Hz, while VCO
Option 2 has 0 Volts = 384 Hz (both approximate of course!)

If one was to trim these out so that they proper frequency at 0 Volts, what
should that frequency be?
