I played with a similar idea early last summer, using the C46's SID chip for
some experiments. I was trying to code a synth with a simple onscreen
sequencer, plus some parameter control using the paddle interface. I worte
a lot of code in the C64's native, interpeted, basic. I was able to get
some pretty nifty sounds out, but the basic code ran too slowly to be of
much use.
I looked into some of the other languages, but never really decided on one.
There was talk of porting the GNU C compiler to the 6502/6510, but I'm not
sure where that went, which might be the best way to go. I also looked for
assemblers, but never found anything to persue, and was then sidetracked by
other projects...maybe someday I'll go back that way!
