A while back (fall '95) I asked Bernie Hutchins on the phone if I could
make copies of the PCC for mail list buddies, and he said "yes", but later
(summer '96) he found out how many people were involved and he got a little
angry and asked to put a stop to it (guess he forgot, oh well, no big deal
to me, he owns it as far as I'm concerned). Anyway he still offers the PCC
(and all of the back issues of Electronotes, for that matter) for sale.
So - my politically correct advice is to consider buying the PCC from
Bernie direct. It's really one hell of a good deal considering the amount
of analog modular circuit coverage contained in it. I forget the details, I
think it's around $60, and if you have $265 laying around you can buy the
entire Electronotes archive which is about four linear feet of 2-sided
paper, and is the best analog synthesizer reference library in existence
(IMHO). It covers 1971 to the present as I remember - definitely the
"golden years".
