The Dr.Who effects during the 1970s were done using VCS3s, 
a Synthi A and the Synthi 100 (the Delaware) plus anything 
else they had. 

The earlier stuff was done without synths, mainly using test 
equipment and tape recorders to manipulate sounds. The tardis 
sound was done using the strings and frame of a piano. The
daleks voices were initially done with an old ring modulator
and a passive high-pass and low-pass filter. The ring modulator
was "lost" around 1970, so they used the VCS3 or Synth A 
ring modulator from then.
