Some of what's going on is that some folks are using "quoted replies" for
their messages. In some cases, this will cause the mail piece to have
invalid characters in it. If that happens, then some email readers will
dump all of the text of the mail piece, leaving only the headers. As well,
your POP server may not even pass on the text, only the header which will
give the same net effect.
If you're reading a message like this with a UNIX client local to the POP
server, then usually the client will say something to the effect of "this
message contains non-ascii characters, do you wish to view anyway".
