PLLs are very useful in sound generation and certain effects.
However, this part is not really the best one.  A better one is the
CMOS part CD4046.  The 4046 has the advantage of having two on-chip
phase comparators.  Full details are available on the data sheet for
the part, but generally, comparator 1 will not allow locking to
harmonics of the input signal, only the fundamental.  Phase comp 2
will allow locking to harmonics.

Some of the applications in which I have used the 4046 are frequency
multiplication and an LFO driven phase shifter.  I'm certain there are
many others.
