That might be -- a commision of engineers hired by the government could
have been created to write that code.  Still, I shouldn't have to go back
to Civics 101 to demonstrate that "the law isn't written by engineers."
Legislation concerning Public Safety (and therefore money) is political as
anything.

There are numerous regulations that make practices that are perfectly
sensible in a private studio illegal in a commercial facility or public
performance.  I just looked some of them up.  Beyond the code mentioned
above, we have the Health and Safety Excetutive (GS 50 1991), Electricity
at Work Act (1990), the Health and Safety at Work Act (1974), International
Electro Technical Commission, etc.
