DSP modular?

I have vaguely considered DSP evaluation kits, but there didn't seem 
to be much of an advantage compared to writing for a PC. And of 
course PC (well win32) programs have certain advantages in the 
commercial sense too. I do wonder how a stripped PC solely for 
running dsp code would compare to one the aforementioned evaluation 
kits. I would guess the PC solution has the advantages of:
- Better development tools, wider choice
- More RAM, which to some extent could offset lower performance by 
   using large lookup tables
- Wide range of soundcards
