Acids and Bases are not what is needed.

You do not want to use raw corrosive power, you need to find a
chemical that is specific to epoxy and which will not touch
anything else.  Check some of the *large* electronic supply houses 
since this is a common practive to repair potted modules.

The checmicals are quite toxic and the company may not sell them to 
someone who is not a "business" for fear of liability.  Also, they may 
only sell five gallons on up - no small sizes.

Your best bet would be to find someone who works for a large 
electronics company and see if they can get a bottle for you.

Again, toxic and potentially carcinogenic.
