How good then are LM317/LM337 when compared to 78xx/79xx regulators,
are they good for anything?

Sorry, but they *are* very noisy.
Wonder how you come to a different conclusion ...
Have you ever tried it?

For serious applications, use the 723
(or the RC4195 if you want a dead simple +/-15V supply).
