Friend of mine and I looked into this seriously a few years ago.

The general conclusion is that trying to tell a persons moods or 
thoguhts by looking at EEG's is a lot like trying to tell the 
destination and route of a car by it's engines RPM

We were using a 16 channel machine and not getting anything usable 
beyond gross emotional states
