I can see the 19" form factor as being a solution to this
problem.  Assuming the modules are oriented horizontally,
like they are with Ernie, a certain horizontal band or
bands can be reserved for patch cords and the problem
goes away.

One concern I have with this arrangement is that one pcb
per RU and module seems not to make the best use of volume
behind the panels.
