Except for the LCD, you've described the 56002 EVKit. It has a
dedicated "debug" RS232 port, but it also has pads for another RS232
port which comes directly from the 56002's async port (note this is a
different port than the *sync* port which carries "audio" data). This
port could just as easily be used for MIDI data.

So, for $150 you got mostly what you describe. No need to solder SMDs,
as the board has virtually every usable DSP pin brought out to
headers. If you really NEED the LCD, the 56002 has a "general purpose"
parallel port where you could plug in such a module. Switches are also
easy. To add features, all that's needed are daughtercards.

And software.
