Don't you love Dyslexia? Yes I mean the 8038. ICL8038CCJD to be precise.
While I'm at it (and I'd be surprised if anyone knows this one)
The markings are:-
83()39 where () is as symbol made up of S and H
Q95211-C
4,096000
2,048000
MHZ
Its in a giant TO5 can and has 8 legs. My guess is a crystal oscillator.
