Oberheim Expander needs repair

I have an Oberheim Expander which probably took a voltage spike and
needs repair.

I opened it up and nothing seems "fried"; no PC board discoloration, no
burnt electronic smell. I get voltages on the PC Board but the vacuum
fluorescent display lights up irregularly, the front panel switches to
not respond and there is no output...

Order of priorities:

1) quality of service
2) reliability
3) location ( U.S. or Canada )(close to Seattle, WA preferred )
