Using EEPROMs is very useful. I use them for testing code because erasing of
EPROMs takes long time and EEPROMs are erased on the fly...

Yes there is a 8031 with EEPROM: check out the Philips 80C851.
But this chip only has 256 Bytes EEPROM - and I think it cannot be used as
code memory. But check out the Flash-8031 from ATMEL.
