I know of two sources of reasonably prices rackmount chassis.  The first is
PAiA Electronic (www.paia.com) who lists panels and chassis separately in
their 1996 catalog.  They offer the following:

        BP-1    Single Height Rack Panel        $7.95 (4.00 S/H)
        BP-2    Double Height Rack Panel        $9.95 (4.50 S/H)

        RCE-1   Single Height Chassis           $19.95 (4.50 S/H)
        RCE-2   Double Height Chassis           $21.95 (4.50 S/H)

Note that a complete unit requires two separate items.

Another supplier is the current catalog from Jameco Electronics
(www.jameco.com) who offers offers complete units from 1 to I think 4 RUs.
