the serge DSG's are made for this type of stuff (hard sync == "reset
every now and then").
their oscs(NTO/PCO) are widely usable over a low frequency range, and
they have sync inputs. This however is true "soft sync", in which
you have a phase-locked loop controlling the frequency of the osc.
Which is a bit different than the hard sync you are describing, but
is useful for 2) and 3) (see below).

if each LFO has a "soft sync" input you should have no problem with
this. Although the PLL might have trouble tracking stuff like 8:1
ratios (maybe not).
