CV to Step # (Analog Sequencing)

I've been contemplating on how to create a CV to Step # converter.  First 
of all, the sequencer I am building is based around the CD4516 up/down 
counter and the CD4514 1-of-16 decoder.  

What I want to do is create an ADC that will take 0 to 10 volts DC and 
convert it to binary for the 4514.  Clocking would come from gate/trigger 
inputs.

Could I use a simple 8 Bit adc and just use the first 4 output lines?  

I think this would give me even more room for improvisation with my 
sequencer.  

Keyboard CV out - > CV/Step - > 3 Row Sequencer -> one finger chord
