Actually, on my last trip to Hechingers's I was happily surprised to find
that they sell a small drill press for ... $85!  The salesguy I spoke to
said he has one that he uses for all kinds of small work and it does
great.  I'm an apartment dweller too for now, but I gotta get one of
these.  Hand drills just don't do it.

Another idea if you're looking for something better for cheap: your local
want ads type paper.  People sell 'em pretty often for some reason.
