They are called cut-off wheels.  They come in all sizes -- tiny for 
Dremel tools, bigger for die grinders (their most popular application), 
and huge for pavement saws.  The type you are thinking of are fiberglass 
reinforced cut-off wheels, they are the color of pecan pie -- kind of like 
that brown sugar candy with the nuts, but have a cross-hatched pattern 
(like a lattice apple pie :)
