Have you tried taking a power sander to the textured finish and sanding it back to the bare metal. After doing that you should be able to prime and then re-spray it any colour you like. I am of course asuming that this is made of metal with a textured finish applied to it. If not then I wouls suggest checking out any local light engineering firms to see if they could fabricate you a metal plate/whatever for your needs. I have done both previously when doing prototyping/short run jobs for cases etc...
