The M-Audio device isn't the bottom of the barrel though, by quite a
stretch.

I had a $15US generic years ago, that I could not send sysex over.  Sounds
exactly like what you describe.

I bought the UNO and never had another problem.  Unless they've gone
cheaper in construction over the last decade, which is always a
possibility....
