A properly aligned and tensioned timing belt, or even a belt and pulley won't deteriorate in any length of time where the belt is seen as a common consumable, especially if the belt isn't used for sustaining the weight of the handle. It should outlast the encoder or pot used to track the positioning.
And personally I'd use a 10-turn pot over an encoder. The circuitry will be far simpler.
