I believe that there is a problem with SMT parts that have been exposed to 
the air for a while, they can absorb moisture that causes problems when they 
are being cooked.
Now, this isn't a problem for us DIYers with magnifyig glasses etc, but it 
could mean that there isn't much of a secondary market in part used reels.

Unless a SMT part is "special", the main expense is storing, finding, 
packing, and posting. Same as cheap books.
Ideal for ebay though, seeing they can go in an envelope.
