99% likelihood.
Basically two courses of action, draw out the schematic and work out what
the chips are up to or interrogate the info out of the chips.
Course #1 is not my favorite as I will have to depopulate the boards to
work that out, which is next on my list of things to do but I'd like to
know I had working PALs first.
Course #2 is fairly easy-ish. If I can't find a service to do it for a
reasonable price I can put toegether something to do it. Just rather save
the time right now...
