[sdiy] Stripboard and pad tool source in US?

I'm looking for a stripboard source in the US besides the major
distributors which seem to be overpriced or lack stripboard
altogether. Anyone have a good one?

Also, having trouble finding a pad making tool. By this I mean one
which inserts into a through-hole in the stripboard, and does not
remove a whole circle of material (like a drill bit would), but
instead leaves a circular pad with just the pad's outline removed. Is
there another name for it?

Any help appreciated. So far I can only find the boards on ebay, but
they're all out of the country.. would like a closer source for faster
shipping..
