how does the joystick go?

i found an old analogue joystick (in pieces), i think it's from a C64.
it has 2 3-lead gears, one for each direction, & it's not clear to me
how these should be oriented on the rotating metal disks of the stick.
there are 3 leads for each direction, so maybe it functions like a
regular pot? the way i have it pointed, i can get two of the leads to
read 0->1.5 kOhm for the range of travel, and one of the other
combinations stays constant. but the third combo goes from like 4->5.6
kOhm instead of 1.5->0. the thing must not be aligned right... 

does anyone know how this type of controller operates?
